Integrates the reviewed CLI and memory-engine repairs with the existing signed identity work. Fixes the six critical/high dependency alerts through package upgrades and removal of unused python-jose, restores the Docker build, and routes the legacy API entry point to the existing AgentMD results server.
Local verification: 87 CLI tests passed, one POSIX-only test skipped on Windows; two API startup tests passed on Windows and inside a clean Python 3.11 image. Isolated Compose startup with Redis/SQLite and results endpoints passed. Dependency audits reported no known vulnerabilities.
Live-provider calls, PostgreSQL migration, and remote production deployment remain unverified. No provider was initialized or called. This PR is for CI verification and review only; leave it unmerged.
